He just sent a letter to the editor of the Owego Penny Saver preaching about "public safety" and "massive new financial burden". Kirk Martin has been caught sexually assaulting young women pressuring them for sex in order to throw out their tickets and fines, soliciting prostitutes, and CRASHING his car DRUNK, 3 TIMES, in the very community he's supposed to protect. He then gets caught lying about all these incidents. He's now under investigation for allegedly having an affair with his personal secretary Carola Kavolovsky.
