NEWS Posted Tuesday February 12, 2008 City sees spike in construction Some argue increase artificially inflated By Brian Liberatore Press & Sun-Bulletin BINGHAMTON -- The city saw a 31 percent spike in construction in 2006 and 2007, according to figures released this month by the Department of Building and Construction. While some, including the city's administration, laud the spike as a sign of development, others say tax dollars and government incentives have artificially inflated the increase. Included in the construction increase is about $500,000 in state grant money for 52 property demolitions, and a $3.6 million senior housing center on the East Side made possible by federal tax credits. "Without that (tax money), not a lot is going to happen," said Paul Cirba, a local real estate agent. "The city itself is becoming a welfare recipient. They can't make it on their own." The total amount of construction in the city in 2007 was $24 million, almost $6 million more than 2006, according to the city's Department of Buildings and Construction, which issues building permits. Mayor Matthew T. Ryan said that while state grant money made the demolitions and other projects possible, the hope is public investment will lead to private investment. The largest area of growth came from wood-frame buildings, which are almost exclusively residential. The value of wood-frame projects in the city in 2006 was $835,000. In 2007, that number jumped to $4.63 million. The increase, Ryan said, "is a good sign." "A lot of people are rebuilding or adding value to their properties," Ryan said. "I think it's going to take some time, but people are starting to invest in the city." A lot of people are buying "fixer-uppers or multiple-unit dwellings" in the city, according to Lynda Sardella, president of the Greater Binghamton Association of Realtors. "We didn't have a lot of new construction. A lot of that construction (behind the 2007 increase) came in people remodeling their homes, expanding their homes instead of selling." Sardella took the construction increase as a good sign of things to come. "We've got a steady real estate market," Sardella said. Just give it more time and more chances. TWS Although you may be correct, this will not happen with the City Of Binghamton Leadership it has now. There are to many self centered people in the City Government that still have "blinders" on and can't see beyond what is in front of them. Being a progressive thinker requires more then just thought. It also requires those thoughts to be put into action. You can not put anything in action to progress when you talk to the present leadership that has blinders on and ear plugs in. More and more people I know have put their house's up for sale since the first of the year then I can actually beleive. Most have said it getting to hard to keep up with the higher costs in the area, but the top reason is they can not go on affording to pay the tax rates that they have. It is not overabundance that produced empty blighted properties. I cannot believe what I am hearing. You think spending millions of dollars on newer homes in the same area is going to eradicate the reasons for the blighted properties. (Oh, I forget, in your warped little mind YOU think it is overabundance and changing demographics.) Merry Harris worked in her brother's hardware store she got her job because her husband, Ryan's criminal, lawyer kept his butt out of jail. Luke Day is a high shchool dropout and a pipefitter (sorry piepfitters, I don't mean to imply you are all as unqualified as Luke Day). A&W Block is a sorority queen from out-of-town. At this point, the foremost economic development activity in our depressed community should be the consolidation of governmental services to lower taxes...and this includes the 15 school districts presently "serving" our county localities. Hard decisions relative to downsizing need to be made and it will take courage (see: Johnson City Dissolution Committee). We must then address the cost of our monopolistic utilities with NYSEG's inherent greed for excessive profit, excessive salaries, and stockholder dividends. Besides a mortgage, these two costs represent the two primary costs of doing business...and owning a home. Until we get elected officials with courage...and we haven't gotten them as of today....the rhetoric they spew forth...as with Ryan....is merely drivel. Downsizing and "consolidating" are not the same thing. They are not the same thing. Take a look at county government, the Department of Social Services, and Binghamton High School. They are all "consolidated" from their previous forms. Are they really leaner, more efficient, affordable and effective since they were "consolidated"?
