He had a table set up at the Binghamton Senators game at the Arena on Saturday night. As long as he had approval from the arena, and paid the going market rate for a table, there is no issue. Why would it be obvious to literally anyone that they can't make a PR photo such as this, obviously the law officer didn't know either. Not that police officers are lawyers (which is topic for an entire other series of threads).
