The State of the Union will be indefinitely postponed “due to COVID.” He’ll give few speeches, if any, and will make almost no public appearances. He’s so far gone. And, just to clarify, a new president doesn't give a SOTU address, because they just got there. They give an address to a Joint Session of Congress ---- basically the same thing. IN any case, I'm not holding my breath. His appearances so far have been cringe-worthy. I understand that they all use a TelePrompter, but he needs to learn not to stare at it. Scan the room a bit. ndirish 0 Report post Posted February 27 The address fulfills the requirement in Article II, Section 3, Clause 1 of the U.S. Constitution for the President to periodically "give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient." I'd say that the Constitution doesn't "require" a speech, but does state the above. I suppose it could be done via letter, or small meetings with leadership.
