IBM 2nm breakthrough and chip fab site competition

Here's the question : Is Broome County in the running for new chip manufacturing facility?? Doesn't seem likely but it would be super.

It's another celebrated milestone not only for New York-based IBM but also for the Capital Region and its reputation as a premier hub for computer chip research and manufacturing. New York state is currently in the running to attract not only a second computer chip factory at GlobalFoundries' Fab 8 campus in Saratoga County but potentially two more factories, or fabs, being planned by Intel and Samsung, both of which partner with IBM on chip research in Albany. The hope is that either Intel or Samsung – or perhaps both  –  might potentially locate chip manufacturing facilities in the Capital Region or somewhere else in upstate New York to be close to IBM's research operations. 

U.S. Senate Majority Leader Chuck Schumer of New York, has proposed spending $50 billion to provide incentives to chip makers to expand their domestic manufacturing and chip research operations to ensure that the U.S. keeps pace with China in chip making.

Intel’s new CEO, Pat Gelsinger, proposed investments of as much as $20 billion into two new chip manufacturing facilities in Arizona earlier this year. Intel said it planned to expand its foundry operations to other locations and intended to establish “Intel Foundry Services as a major provider of committed foundry capacity in the U.S.”

Don't see Broome County mentioned as possible site. Can BC still dive in to the competition if we have a good site?

Earlier this year, Samsung had sought incentives from Travis County, Austin, where it has its existing chip plant, to possibly build the $17 billion facility there. Samsung reiterated in the document that it is also looking at alternative sites in the United States including Arizona and New York, as well as in South Korea.

Schumer's office has pushed for Samsung to choose the Science Technology Advanced Manufacturing Park, or STAMP, in Genesee County.

On June 4, the Seneca tribe sued Genesee County Economic Development Center over plans to build an industrial park that they say infringes on their territory. Plug Power (hdq. Latham, NY) is slated to become the first tenant of that park.

The Chinese will have stolen the plans and the product will be on the world market before the toner is even dry on the NYS Environmental Impact study of a proposed plant anywhere in this state.

Besides the fact that China will steal this tech and make it cheaper, chip fans require massive water usage. NY would make way more sense than Arizona.
