HE GIVES OUT FAT RAISES TO PEOPLE WHO DONT EVEN KNOW OR HOLD A JOB LONGER THAN A YEAR, SPENDS EVERY PENNY OF THE WATER BUDGET THEN LAYS IT ON US TO REPLENISH A BUDGET THATS BEEN SELF SUPPORTING ALL OF ITS EXISTANCE. You don't want to hear him comment on the issues. It takes 5 minutes for him to get out 3 sentences.
