Keep people dancing from one spot to another so that way you dont end up with too many years vested in an employee. All of the businesses in this area get together and plan the workforce shift. Companies meet and compare staffing demands and business cycles. Then some companies will plan a layoff while another announces job openings. People cry, then cheer. Of course there is always the 1 or 2% that will finally say they had enough and another house will go on the market. Most people will just grumble as they start orientation at a new call center or a chip manufactuing line knowing full well that in between 2 and 8 years they will be doing the same thing at another company making another product they never heard of before. People have kids to feed. The price of food is outrageous. And in this area, there a very few prospects for jobs.
