Analysis should consider changing employee contribution to a percentage of salary rather than flat percentage, review anticipated impact of retirees on municipal finances, investigate the feasibility of a regional consortium, and offering alternative health plans at a lesser cost to employees. The Mayor is working with the different departments to come up with ideas on how to save money and cut back on expenses. One of the things that will be discussed is health care benefits. They are discussing premiums based on salary How about usage? It seems like there is no incentive for people to help themselves in this city.
