Does Jason Garner a county legislature representative stand against Ryan and his boss Fiala concerning the city water and sewer increases and the problems Fiala claims are happening because of non payment of bills. There are other legislators that represent Binghamton too - Mark Whalen, Joe Sanfillippo, Tim Cleary & John Hutchings. And guess what - they're all Democrats!
