In fact, he doesn't actually say anything of substance for a minute and 43 seconds. He does blame the Bush administration for Binghamton's problems which was sort of funny to me...passing the buck to Washington....that seems anything but Drazen like. He wanted to relocate the DSS from the current location. Abolish the BLDC And operate the city without block grant monies. I didn't hear anything of that sort from Ryan.
