BINGHAMTON, N.Y.—A man disputing his water bill is not being allowed to pay with a check written on toilet paper.

 

more stories like thisRon Borgna, who is disputing the $2,509.66 bill, wrote a check on floral print, two-ply toilet paper Wednesday.

 

The disagreement began in September 2006 when Borgna received a $422.90 water bill. Borgna claims he was overbilled. With additional charges, penalties and late fees that bill has grown.

 

Binghamton city officials refused to accept the check. After a short argument, Borgna was escorted out of the building, the Binghamton Press & Sun-Bulletin reported.

 

Borgna says he is appealing the judgment against him in small claims court.

 

This wouldn't happen to be THE Ron Borgna who taught/might still teach at East Middle School, is it? It seems like something he'd do.

Yes, he is a school teacher at East Middle School; the city spent about $ 1200.00 proving he had a plumbing leak in his house. They took his meter out and had it tested out of town. He still didn't beleive it so they did it again.When Charles Costello was the water superintenant if you didn't pay your water bill after being worned he would shut it off. The law states that you have 30 days to pay if you don't pay they shut it off .The village of Endicoot shuts you off if you don't pay.

What difference does it make who he is? He is a tax paying citizen of the City of Binghamton and it is the responsibility of the Officials to take his complaint about the large bill seriously. Also Federal Law states that a check can be written on any paper as long as it has the required information on it ( Routing number, account number, name, address, etc.)

I seem to remember that they never proved that the meter was good.

This is true! My business law professor offered extra credit to anyone that could get a bank to cash a home made check. It is the part of the law, part of the Uniform Commercial Code that they have to take it, and yet, no one would!

 

Sounds like to me that this guy was pretty smart!!

It's funny because someone finally makes the odd news circuit and it's the goofy teacher you had in middle school. Also, while it may state that it can be written on any paper, I highly doubt they're required by law to accept it if they choose not to. Since the situation is rather unprofessional and juvenile I don't blame them.

After reading a few stories about this guy you would know that the city tested his meter twice. Once locally and the other by a professional testing company. I believe he took this to court and already was told the meter was fine. He still persists. I think all the city had to do was prove his readings and meter was correct but he still doesn't want to pay. Now he's in this mess and it looks like it's something he created.

 

NYSEG doesn't have to prove to a home owner where the electricity went just that their meter is good. Same thing here. Hey, if I recall in one story I think the guy in charge mentioned they actually gave him a break.

 

I hope he has one of those identity protection deals. He gave out all of his banking information thanks to his stupidity. Take a close look at the picture in the paper.

Yeah-real smart-everyone should post their checking account and bank routing numbers in the paper. I never learned that in business law.

I don't think even the bumbling morons at the PSB would intentionally publish those. Their lawyers would prevent that from happening.

Exactly. It is so professional of me to accept my water/sewer bill increasing 283% over a two year period without being concerned or saying anything.....and then, of course, just swallow another increase on top of that because Ryan wants to "Restore the Pride" and "show the world Binghamton means business."

 

Which office in City Hall did you post from?
