You are absolutely correct. My son is going to school and "living" in PA but he is still a resident of NY because his permanent address is NY so he still keeps his NY license and he is legal. The person I was referring to earlier in the post has stated in court papers that she filled out "I moved back to New York in April." that was April of 2007.
