The pages pertaining to the water department begin on Page 108 of 148 in the PDF file (Page 103 in the hard copy)

 

They end on Page 121 of 148 in the PDF file (Page 117 in the hard copy).

 

It makes for some interesting reading if you can decipher the codewords used to hide what's really going on.

 

Look under "Contractual services" those are all things the City charge the Water Fund, like almost $8000 for Binghamton Corporate Council Ken Franks (who lives in Vestal) . Given that figure Mr. Franks should be spending about one full day every work week working for the Water Deparrtment. Do you really think he does that?

 

Those chemical that went up $100,000, they went to $360,000. According to Mayor Mathew T. Ryan that is why he has to raise an additonal $2,200,000 PER YEAR EVER YEAR.

 

 

Look at the debt service a whopping $2,400,000 (two-million four-hundred thousand)!

 

$14,000 for data processing....

 

Professional Service for Transmission of water $7000. No idea what kind of service that is....

Professional Servies in Administration $18,000....

 

Collection Service $57,000???? Doesn't the County do the collections to save that?????

 

Accounting services $41,000

 

 

It just goes on and on, every type of charge possible from the City to the Water fund. No explanations, just charge after charge.

 

They are bleeding it dry.

 

Once again, you make accusations of mis-appropriation of funds, yet you offer no evidence of that. You see, this is why no one believes a damn word you say anymore.

Wait a minute. Ed Arzoonyian has sent a letter to the State Comptroller demanding action! Someone of his importance and insight simply could not be ignored. He wrote a letter to the State Attorney General last year, and action is going to be taken! Arzoonyian said so, and copied both letters to all local media. He is extremely important, the "modern day Thomas Paine".

Calvin Stovall of the PSB told me that the City of Binghamtot was pocketing the water payments coming from Broome County instead of the Water Department.

 

Stovall said on the phone that was OK.

 

So far Stovall has yet to report it in his "news"paper or offer an explanation for it, even though they ran another article on it.

 

Will you set the record straight Mr. Stovall,l or wil you continue with another coverup for Matthew T. Ryan?

\By using the word "pockeeting" you seem to intimate that they do not in fact reinburse the water dept with those funds. Again, this would be mis-appropriation of funds - and this is what you seemingly are accusing them of - yet once again, as usual, you have not a shread of eveidence to prove this unfounded accusation. Which is standard operating procedure for you by tthe way - we expect nothing less. it is also why no one believes a word you say any longer.

All we know is the deliquent water payments are going to the Genral Fund. That has been confirmed by at least two people in the county offices and by Calvin Stovall in a telphone conversation.

 

Nobody has ben able to provide any documentation of where the funds go once they get to the City of Binghamton General Fund. Editor Calvin Stovall of the PSB said they stay in the General Fund because the General Fund has prepaid the Water Department the delinquent fees.

 

Of course, if that is treu then this wqhole issue and the late payments is meaningless.

 

One former City Councilman does not believe the City had prepaid the Water Department. He thinks the City just kept the water payments received for the County.

 

Interestingly, in last Thursday's front page newspaper story in the PSB Bulletin about the late water payment "Crackdown" there was not a word mentioned about this supposed prepayment of delinquent accounts.

 

Even Broome County who collects the late fees seems unclear as to what is happennig.

 

If there ever was a situation calling for an independent audit this is it.

Therefore it is a legitimate question to ask how many hours he works for the Water Department or what the rate is.
