Just thought it was interesting. TWS I believe this has been going on for sometime, one hand washes the other. And we pay the bill. It is so bad low income people have to use the HEAP program to pay their bills. I just looked into the program on advice from a friend. We are retired but our income is to large. Our bill this month was 414 dollars. My question is if your income is low and you are not on the HEAP program how do you manage???? Maybe the PSC could start a soup kitchen.
