Who is "Peter Clines", Korchak's Chief ADA? Doesn't show up at DA's office, doesn't live in Broome

Just who is "Peter Clines" the man Mike Korchak made his Chief ADA over the summer.  No one in the legal community knows who this man is, other than he is a friend of Korchak from when he lived and worked downstate.  Clines does not live in Broome County nor does he report to work at the Broome County DA's office.  

There is a feeling among many Korchak is paying this man $120,000 to fill his top position, and perhaps there are kickbacks going to Korchak?
