The school had been working with the Binghamton-based First Ward Action Council on a plan that would have used a section of the old Ozalid building at 18 Park Street. Agency executive director Jerry Willard said there were issues involved in the applying for state funding that would have been needed.

Insofar as a clear reason for this failure, is it lack of state funds due to exorbitant cost for illegal migrants?

The number of migrants coming to New York City continues to climb, and so too the daily, per-person cost to house and care for them – now $394, up from $363. 

That's around $12,000 / month for each migrant. What special interests are receiving these funds?
