They took a couple of old storefronts across from the high school and turned it into a lifetime annuity. So isn't the truth of the matter simply this. The family that owns the DSS building and leases it to the county are really DSS recipients themselves? Maybe if the family could be retrained and get some skills. They would not have to rip-off the tax-payers with such exorbitant rent charges. What is that building worth? And what is it accessed for? Is it worth more than the Press Building or Regency Hotel? It's no wonder that his repeated pursuits of the mayor's office have ended as complete failures. No normal person, especially one running as a republican, would ever expect to get elected with this as a major campaign item. Expecting taxpayers to pay for this boondoggle is absurd. If the region had 1,000 more jobs, if crime was lower, if our streets and bridges were in fine shape, if more properties were owner occupied, if code violations were the exception rather than the norm, and if snow removal was better, I'd say sure, look into moving DSS. But it's a County issue, and it has so little to do with the real problems in Binghamton, it's a mere distraction from the real issues. If Drazen or any candidates truly think DSS across from the High school is a major issue, relative to the other issues facing the city, I'd seriously question their legitimacy to even appear on the ballot, let alone become mayor. City services are largely funded by the property tax levy. By state law the property tax levy is limited to a set percentage of total assessed value of property in the city. So, more people with money to invest in and improve property, which raises total assessed value, is good; and less of them is not. DSS in front of Binghamton High School damages Binghamton's ability to compete for those people, and its ability to provide basic services to all its citizens. Rich David on the other hand was drawing a lot of unsolicited attention. He appears to have the support of his party. Rich David could have been introduced as a special guest, as others were, but he was not, because he quit 6 days after getting the official Republican endorsement.
