If schools make up days during the planned breaks - attendance becomes an issue. No family is going to cancel vacation (especially if you have plane tickets!) just to go to school. As for planned vacation's , don't send your kid to school that day and go on vacation. It seems like they are more worried about losing a vacation day from school than the kids safety.
