Good god you are one seriously jacked up person.

 

 

You just don't understand how special Ed is. When he demands answers and action, he gets it!

 

Just look at the investigation the Attorney General undertook after Ed wrote him last year with copies to all local media...or wait a minute...that investigation hasn't started yet, but it will be hugely important, just like the big, "city wide" meeting Ed called and 10 people showed up.

 

The next meeting will be even larger, and now he is working with George Lucas, as well as Steven Spielberg, because he sent them letters too. He is very important.

Asking a question is not an accusation. Can’t you tell the difference?????

 

The budget does not state how many hours Franks works for the Water Department. It does not state what rate he is paid. It only states the Water Department will be billed about $8000 for his services.

 

Therefore it is a legitimate question to ask how many hours he works for the Water Department or what the rate is.

 

This is especially true since Mayor Matthew T. Ryan claim his administration will be transparent.

 

 

How do they arrive at an $8000 figure for Franks' time?

Nice try Garo called the meeting not Arzoian, Ed helped with others to organize it. ;)

 

On Channel 12 Ed was portrayed as the organizer and spokesman. That report concluded with an appeal for anyone that wanted to join his group, and gave his phone number and email address, no one else's. He must have been flooded with phone calls and emails by now.

That might be because he was, and go some important people to show and talk. It's a beginning towards turning this Binghamton around and making people "ACCOUNTABLE" for their lack of judgement in using funds which do not belong in the GENERAL FUND. Maybe if you attended, you'd be a little more informed. But like most, you sit here and whine and complain.

This is what you get when rely on inexperienced, uneducated and overly paranoid gadflies to report the news: gross inaccuracies.

 

The money goes into a special sewer/water fund, not the general fund. Submit a freedom of information request if you don’t believe me. But don't pretend you understand the city's finances, misinterpret the information and rush to the wrong conclusion.

 

It's bad for democracy.

Because he and his boss controllers the Kradjians are hopping mad they got crushed and fully rejected in the 2005 election. They want payback against Ryan and anyone else they believe responsible for what happened.

 

Kradjians also would like public attention diverted from the fact they are among the worst water bill scofflaws in town. They have the nerve to seek a discount at the same time, and not allowed is their mouthpiece. He is no citizen watchdog, he is Kradjians' lapdog.

City of Binghamton Corproate Council Kenneth Franks, being paid with Binghamton taxpayer dollars and charging $8000 per year for his services to the Water Department, lives in Vestal. Vestal buys water from Binghamton, is that a conflict of interest?

 

City of Binghamton Housing and Planning Director Jim Dessauer who made $500,000 disappear and is still being investigated by the federal government for it (or was about six months ago) owns property in Syracuse I believe and only rents a place here where he stays three or four days a week.

No, like the Town of Vestal revenue is listed separately from others in the Binghamton Water Department, why?

 

Town of Dickinson and Conklin buy water from Binghamton and they are not listed.

 

The point being made was that Ken Franks does not live in Binghamton nor does Ed.

 

Ken Franks is being paid to represent a city he doesn't live it but that's OK.

 

Ed assists in organizing a meeting in Binghamton and that is not OK?

The pages pertaining to the water department begin on Page 108 of 148 in the PDF file (Page 103 in the hard copy). They end on Page 121 of 148 in the PDF file (Page 117 in the hard copy).

 

It makes for some interesting reading if you can decipher the codewords used to hide what's really going on.

 

Look under "Contractual services" - those are all things the City charge the Water Fund, like almost $8000 for Binghamton Corporate Council Ken Franks (who lives in Vestal). Given that figure Mr. Franks should be spending about one full day every work week working for the Water Deparrtment. Do you really think he does that?

How do you know this isn't for work by any of the other staff lawyers in that office?

 

Professional Service for Transmission of water $7000. No idea what kind of service that is....

Professional Servies in Administration $18,000....

I think that's a "codeword" for engineering.

 

Collection Service $57,000???? Doesn't the County do the collections to save that?????

No, I think that's a "codeword" for cashiers in the Treasurer's office. The City should get rid of that operation by hiring a bank or Giant Markets, or even the County, to do it for them.

 

Accounting services $41,000

That's a "codeword" for the comptroller's office that does the calculations to set the rates and keeps track of the budget and interest payments on the water bonds.

 

It just goes on and on, every type of charge possible from the City to the Water fund. No explanations, just charge after charge.

Of course the budget has no explanations, that's what Mr. Block is for, isn't it? If they put the explanations in the budget, there'd have to be a back-charge for "Community Relations" in the Water budget. (Don't give anybody any ideas!)

The line item says Corporate (sic) Counsel. How many Coporate (sic) Counsels are there?

 

Only one.

There are at least two if you count the budget line for "1st Asst Corp Counsel".

 

And, if you look at the so-called "interfund revenues" budget pages, the context looks to me like the money goes to fund the Corporation Counsel's department, not any specific position.

p. 27, line A1420.1002. The "interfund revenues" appear to go to the department, not a specific position.

 

 

OK, so all that does is open more questions.

 

Simply, how many hours did the City bill for "Corporate Counsel (or Asst. Corporate Counsel) to the Water Fund?

 

What rate did they assess the hours at?
