Phelps was a target of his because of her ties to Schaffer and Wallikas. To dispute that would indicate ignorance of his personality disorder. Had they not made him aware of the situation and he found out later, they would have become the target, not Phelps. That is the culture inside BCSO, understood by anybody who has been around for awhile. In other words, to survive his reign you have to push the heat towards others or burn yourself. Get it?
