The Maine Event Posted November 22, 2023 Report Share Posted November 22, 2023 Stacey Duncan has been on a misinformation campaign for months with residents of Maine and Union about a new corporate park in Maine, NY between East Maine Road and Airport Road. Duncan, the Executive Director of the Broome County IDA (The Agency), has intentionally left residents in the dark about the actual plans, only stating the parcels of land could be used as a batter factory or Amazon distribution facility. She has sent letters threatening to kick residents out of their homes, seizing private properties through eminent domain. The plans would never pass a SEQR (state environmental quality review) Review, and this corporate park, if developed, will sit vacant like all the other IDA failures in Broome County. Look no further than the First Ward/Clinton Street "corporate park", Brandywine Corridor, and the existing Airport Corporate Center (Lewis Road). All sit vacant or predominantly vacant. This is a waste of tens of millions of dollars, and affects over 100 families in this area of Broome County. Stacey: Stop lying. Get your act together (you're incredibly unprofessional). Li-Cycle, a Canadian based corporation, recipient of a $370 million dollar grant via Schumer will probably be filing for bankruptcy soon due to cost increases. They stopped construction in Rochester last month laying off 250 union laborers and their stock tanked. Their CEO says the operation is going to cost upward of a billion dollars now and they don't have the money to inject into the project. At least 2 law firms are filing class action suits against them for fraud and misrepresentation of financials to investors. According to Schumer, yesterday, they have not received any grant money because they didn't meet their benchmarks. And, According to Solak, iM3 Magnis isn't faring well either. The Agency negotiated the option to purchase the parcels, which total nearly 300 acres, from the landowner in December 2022, as it investigated sites for a new development park. It did not disclose terms of the purchase. Tom Dellapenna, Broome County Risk Manager, former TOU Justice. Sandy Dellapenna Bauman, town of Union councilwoman. John Dellapenna, candidate in 2022 for Broome County Legislature. Big payday for the Dellapenna's, while the residents of that area get F*CKED by the IDA. Same political bullshit in Broome County. If you're not politically connected you don't matter. Tom Dellapenna is the Vice-Chairman of SEPP Foundation, Vice-Chairman of SEPP Management, and Chairman of SEPP Inc. So he is John Bernardo's boss. The Maine Town Board voted to not consider any rezoning which would allow for this project. The highly paid rude unprofessional MISINFORMATION Chief Stacey Duncan did not have the decency to attend the meeting. Stacey Duncan and all members of The Broome County IDA (The Agency) should be ashamed of themselves for how they tried to push this project through and STEAL land from families who have owned properties for generations. In addition to Duncan, IDA employee Natalie Abbadessa should be reprimanded for how rude and disrespectful she was to home owners who called the IDA with questions. Local policy stipulates an electrical firm within 60 miles must be hired, but Duncan hired a group out of Rochester. The IBEW is pissed and rightfully so. What a horrible message to send to our local electricians, that Broome County don't value you and they're going out of our way to hire electricians from Rochester for work with our tax dollars. The Maine Event Posted February 22 Author Report Share Posted February 22 Every resident of Broome County should be alarmed that we have an IDA that would work in secret for a year on this plan, when every residents who has spoken out is AGAINST IT, and it goes against the Town of Maine Comprehensive Plan. But the arrogant IDA is using their under handed methods to try to push this through despite resounding opposition. Comprehensive Plan: “Residents of the Town of Maine would like to see a stable to slightly growing population living in primarily single-family dwellings in a rural setting that supports agriculture with open land, fresh air, clean water and strong community/schools. The community should continue to be generationally friendly, support / expand recreational opportunities through the Town Park and remain flexible to future technology changes. Commercial development should focus on small stores, shops, professional services, grocery stores and other pursuits which fit the town rural character and are low impact. Infrastructure focus should be on high speed internet and cell phone access that facilitates home based employment and education. Everything that is going on now with Stacy Duncan vowing to listen to the residents, speak with stakeholders, draw up plans, etc. should have been done last year. That project is not moving forward in Maine... it won't happen. There's a zero percent chance. This was a very very sloppy job by the IDA. Here's what happens next. The IDA very quietly looks for other land in another part of the county. Stacey Duncan will be told to find another job, so she isn't fired. She will probably end up at BU. But now that she's in this Directors role at The Agency, there's no one else she can blame. That's why the wheels have fallen off. (WIVT/WBGH) – A local trade union is objecting to out-of-town workers being given a contract for a supportive housing development in downtown Binghamton. IBEW Local 325 is upset with the Broome County Industrial Development Agency for granting a waiver to Helio Health that allows it to hire a Rochester-based company as its electrical subcontractor. Helio is developing a $35 million, 108-unit apartment building at 200 Court Street at the former site of the Sheltered Workshop. 54 of the units, which will come in one bedroom, two bedroom and studio configurations, will be affordable housing while 25 apartments will be set aside for homeless veterans and 29 for people in recovery. Kelvin Herrala, Business Manager for IBEW 325, spoke at The Agency’s February meeting complaining that the general contractor, Christa Construction of Rochester, had dumped a local contractor in favor of Radec Electric Corporation of Rochester after Radec’s bid was only $35,000 less on a contract worth more than $3 million. Herrala says the slightly more than 1% difference should not justify The Agency issuing a waiver. He says the local firm is prepared to do the work. “They live in Broome County, pay taxes in Broome County. So, this has now gone beyond the IDA waiver, beyond my local labor, but all the residents of Broome County who are paying this bill for this project with whatever they give,” said Herrala. Herrala says he’s rallying support from local politicians and even plans to bring Scabby the giant inflatable rat for a protest outside of The Agency’s office on Upper Front Street. When's the last time there was a news story on The Agency where Duncan didn't completely F up, or embarrass herself or The Agency? She's a train wreck. Between the people in Town of Maine out for blood over the Corporate park issue, and now the unions protesting... everyone in that office should be fired.
