Garnar moved out of the district and resigned. He intended to run for County Executive next year, he even began forming his committee, but Kim Myers will be the Democratic nominee instead. So Garnar will probably run for County Legislature in his new district.

So...does it depend on the position as to whether someone is placed by the incumbent's party, or if if there is an election?

When a legislator (or council person, etc.) resigns mid term the local party office appoints a replacement. They are pro tempore until his 2016 term would have expired.

Appointed by the political party of the out-going legislator, but must be confirmed by the legislature. She seems like a good choice. Glad it wasn't Brian Whalen.
